We know pools exist. We must see how good or bad they cause. For the purposes of one node = one person = one a vote its existence brings problems
It is understandable that the first thing to do is to restrict their vote and for this to encourage them to declare themselves as a pool
But giving a benefit to the pool greater than the sum of its members would bring a race to accumulate accounts in the pool and lead to centralization
A pool if it can give a benefit to those who cannot maintain a node, and benefit the network but should not harm individual nodes
A pool of 500 accounts would have the same maintenance cost as one with just one
It would not be good for a pool to seek to grow indefinitely
The pool would have a much higher profit than individual accounts, so its cost should be higher
A proposal would be that if in the poll an account does not pass the validation that pool cannot mine until the next validation, with this if a pool has many accounts the risk is greater
